CIOT/IFS debate the gig economy

The CIOT and IFS held a debate to discuss how gig workers should be taxed (and NIC’d) and how to achieve fairness across employee, worker and self-employed arrangements.  There were some interesting ideas, including:

  • introducing ‘contractor’ employer NIC equivalent charge,
  • a withholding tax to encourage taxpayer compliance,
  • simplifying the meaning of employment instead of having to rely on case law (which doesn’t reflect modern working practices) and
  • broadening the scope of any review to encompass sector wide issues.
