CIOT/IFS debate the gig economy

The CIOT and IFS held a debate to discuss how gig workers should be taxed (and NIC’d) and how to achieve fairness across employee, worker and self-employed arrangements. There were some interesting ideas, including:
introducing ‘contractor’ employer NIC equivalent charge,
a withholding tax to encourage taxpayer compliance,
simplifying the meaning of employment instead of having to rely on case law (which doesn’t reflect modern working practices) and
broadening the scope of any review to encompass sector wide issues.
