Cross-sector links to promote 21st century workforce development

New Memorandum of Understanding with CIPD, HPMA, PPMA and UHR Professional Associations set to further promote development of 21st Century Workforces

CIPD, Healthcare People Management Association (HPMA), Public Services People Managers Association (PPMA) and Universities HR (UHR) will today sign a Memorandum of Understanding (MoU), which will outline how the four organisations intend to collaborate to promote the development of workforce strategies, policy, talent management programmes, research, thought leadership and other enabling solutions that will enable the delivery of 21st Century workforces, delivering high quality services to all of our citizens.

Public Service organisations (including Third Sector) employ around 6 million workers across a vast range of services. Public service professionals have been experiencing substantial challenges for many years and this will continue to be exacerbated by financial constraints, pay demands, Brexit and the need to better reflect in our workforces, the diversity that exists in our society.

HR and OD professionals play a critical and often underappreciated role at the heart of organisational life. They are responsible for managing people risks in complex political and regulatory environments. Increasingly however, they are responsible for proactively encouraging the development of workplaces for the future, whilst ensuring that complex change is delivered in the present, with minimal risk to service delivery, particularly for those who are most vulnerable in our society.

Thousands of highly committed HR & OD professionals will benefit from the collective efforts of these 4 membership associations. The arrangement confirms each organisations commitment to building strong, diverse, high performing HR & OD communities that can best support the millions of people employed in public service.

The MoU, which runs from 2018 to 2023 will enable this by agreeing that all parties will work together to:
- Collaborate on a range of activities and issues to ensure that we enhance the collective voice or our profession on the broad range of workforce issues that we are engaged with daily
- Identify areas where we might work together to deliver cross sector talent development opportunities to our members, more effective workforce solutions and services for our employers and ultimately deliver the most effective services to our citizens
- Where appropriate, open each organisation’s regional events so that we offer all our members maximum opportunities to network across sectors, share learning etc and provide better opportunities for our partners
- Support each other’s conferences, regional events and research programmes to ensure that we are showcasing and sharing good practice
- As needed, develop joint responses to consultations, media issues of the day to ensure that a cross public service position is presented.
