Kickstart Scheme

11 September 2020      Julia Ascott, Employment Taxes Specialist

Universities (and any organisation) can now sign up to the Kickstart scheme, whether individually or grouped together with other employers.

The scheme applies for job placements given to people aged between 16-24 who currently claim Universal Credit.  Where conditions apply, the Government will pay 100% of the NMW, NIC and pension contributions for 25 hours per week, up to six months for placements.

Employers can top up their wages, while the Government will also pay employers £1,500 to set up support and training for people on a Kickstart placement, as well as helping pay for uniforms and other set up costs.

Below is a brief overview of the conditions, but read here for full details

  • Minimum of 30 job placements - if you are unable as an employer to offer this many job placements, you can partner with other organisation to reach the minimum number.  The employer acting as a representative of a group of employers can receive a further £300 funding to cover off administration costs;
  • Job placements created for Kickstart must be new jobs - they cannot replace existing/planned vacancies or cause exisitng employees or contracts to lose/reduce their employment (the latter is an important consideration)
  • Jobs must for a minimum of 25 hours per week, for 6 months
  • Individuals must be paid the NMW for their age group
  • The jobs should not require those individuals to have to undertake extensive training before they begin the job placement
  • Once a job placement is created, it can be taken up by a second person once the first successful applicant has completed their 6-month term

This is very much geared towards completely new jobs for lower skilled young adults trying to get into a career.  If this is something that is of interest but you don't have 30 placements to offer, talk to your colleagues across the HE sector to see if anyone else would be involved.  If you would like BUFDG to facilitate any online meetings/discussions, please let me know.
